Nobody is going to stop travelling
This is the thing most traffic debates get wrong, and everything else follows from it.
Roughly 1.4 crore people live in Bengaluru, and almost all of them have somewhere to be each morning. Work. School. Hospital. Market.
Those journeys are not optional. If the roads are bad, people don't cancel their jobs — they suffer through it. If a tunnel opens, they don't travel less — they travel more. The number of journeys is fixed by the city, not by the road.
So the only real question a government can answer is this one:

A city cannot make people travel less. It can only decide how much road each traveller uses.
Every rupee Bengaluru spends should be judged on one test: how many more people can now get where they are going? Not how many vehicles. How many people.
By that test, buses win so heavily that it stops being an argument and becomes arithmetic. Here is what the money buys.

Take ₹40,000 crore. Now spend it the way each of these cities actually spent theirs — at their real, documented prices.

The obvious objection, answered
"Those are old prices from other countries. India in 2026 costs more." Fair. So let us be brutal about it and triple every one of those prices — for land, for inflation, for the fact that things cost more here than the brochure says.
At three times Ahmedabad's price, ₹40,000 crore still buys 1,333 km of bus corridor. At three times Guangzhou's price, 348 km. The bus plan on this page asks for only 300 km. It survives a 3× cost blowout and still comes in under budget.
The tunnel does not survive a 3× blowout. It survives nothing. A tunnel that overruns has to be finished anyway, because a half-dug tunnel is worth zero.
03 The shopping list
What Bengaluru would actually get
Not a slogan — a real shopping list, using prices the Indian government has already paid.
Two prices matter, and both are public information. A full-size electric bus costs about ₹1.3 crore. And Bengaluru already buys bus service by the kilometre: the government pays a company a fixed rate for every kilometre driven, covering the bus, the driver, the repairs and the electricity. That rate was ₹43.49 per kilometre in the national deal, and ₹41.01 in BMTC's own contract.
Round it up to ₹50 a kilometre for today's prices. Run each bus 200 km a day. One bus then costs about ₹36.5 lakh a year to run — everything included. Ticket sales cover most of that.

Four steps. Each one deliberately uses a low, cautious number.
Will this end Bengaluru's traffic? No. Anyone promising that is selling something. Traffic in a growing city is never fully "fixed". It can only be managed. The honest goal is that more people get where they are going, on time, every year.
By that measure it isn't close. The tunnel lets the city move a tiny bit more people, on one road. The buses roughly double it, everywhere — and they keep working as the city grows.
04 Why it works
One lane kept for buses moves as many people as six lanes of cars
This is the engineering fact underneath everything above, and you can check it with a stopwatch.
A traffic lane is like a pipe. It has a hard limit — about 1,600 vehicles an hour can pass through one lane before it jams. That limit isn't about India, or driving habits, or road quality. It is about how much space a moving vehicle needs behind the one in front.

05 Who it reaches
A bus reaches five out of six households. The tunnel reaches one.
Road tunnels don't allow two-wheelers. In a city with 87 lakh two-wheelers, that decides who the money is really for.

06 The proof it works
Bengaluru has already run this experiment. Twice. It worked both times.
You don't have to trust a foreign case study. This city has its own evidence, and it's recent.
Two things Bengaluru actually tried
And in four cities that went all in
India's first proper BRT. ₹8.5 crore per km.Grew from 12 km to 89 km of dedicated corridor. Built here, under Indian rules, at Indian prices, with Indian land costs.
25 lakh people ride it every day.The whole system cost about ₹19,000 crore — under half the tunnel's budget. At its busiest it moves 48,000 people an hour in one direction.
8 lakh boardings a day, at ₹38 crore per km.Asia's highest-capacity busway. 25,000 people an hour in one direction — nearly four times the entire tunnel.
Rebuilt the whole bus system in one year.Buses got 26% faster across the city, and 82% faster on the best route. 18% more people riding. Bus crashes down 24%.
Notice what these have in common. None of them are richer than Bengaluru. Ahmedabad is in the same country, under the same laws, buying the same steel. This is not a foreign luxury. It is a thing Indian cities do.
07 Now the tunnel
Why the ₹40,000 crore hole in the ground doesn't work
Having seen what the money can do, here is what it is currently going to do instead.
The plan is two tubes, three lanes each, about 17 kilometres long, from Hebbal to Silk Board, dug 36 metres under the city. The price has been quoted at anywhere between ₹17,700 crore and ₹42,000 crore.
There is one problem the tunnel cannot escape, and it has a name: new roads always fill up. In 2011, two economists studied American cities across several decades. Their finding was blunt — build 10% more road, and within a few years you get 10% more driving, and exactly the same jams.
Why the relief never lasts
The same road, three moments in time. Watch where the amber cars come from.
They widened it to 26 lanes.Cost: $2.8 billion. Within five years the morning drive was slower than before. It is the widest road on earth and it is congested.
They buried a highway.Budget $2.6 billion. Final cost $24 billion, 16 years late. Traffic moved fine inside the tunnel and piled up on the streets feeding it. Still being repaid.
They tore a highway down.Everyone predicted chaos. Journey times actually improved, because the city strengthened buses at the same time. The rule works in reverse too.
Being fair to the other side
The same trap applies to buses, and it would be dishonest not to say so. Adding 10,000 buses does not magically empty the roads. Some of the space that bus riders free up will get taken by someone who was previously avoiding the trip.
So why is it still different? Because of what refills the space. A tunnel adds room for more cars, so it fills up with cars — and you are back where you started, ₹40,000 crore poorer. A bus-only lane changes what the road space is used for. It still fills up — but now it fills with buses, and each bus carries about eight times as many people as the cars it replaced. That gain never goes away.

09 The city that is coming
By 2041 the tunnel looks worse, and buses look better
Bengaluru has about 1.4 crore people, heading to 2 crore by 2041. It added 50 lakh vehicles in the last decade alone. Car ownership here is 165 per 1,000 people. Delhi is near 200. Rich countries level off around 600–800. We are nowhere near the ceiling — this city will keep adding cars for another twenty years.
Travel demand keeps rising. Only one option rises with it.

And one more option nobody mentions
₹16,876 crfinishes suburban rail
With ₹40,000 crore you could complete the entire stalled Bengaluru Suburban Rail project — and still have ₹23,000 crore left over for buses, depots and bus lanes.
The choice was never "tunnel or nothing". It was "one tunnel, or the complete transport system this city was already promised".
10 What to ask for
Six specific demands
Petitions asking for "better public transport" get filed away. Petitions asking for a named, costed, dated thing get answered. Ask for these six.
- Commit to 10,000 more buses, on a published delivery schedule. Bengaluru is already due e-buses under the national PM E-DRIVE scheme. Ask for the delivery dates in writing, every three months.
- Fund the depots first. Buses with nowhere to park don't run. Finding land for depots is what actually holds up every bus plan, and it never makes it into the announcement.
- Bring back the Outer Ring Road bus lane, and add 300 km more. This costs under 1% of the tunnel and can start this financial year. Use cameras to keep cars out of it.
- Compare the options properly, before any contract is signed. Tunnel vs buses vs suburban rail, on the same route, judged on how many people get moved, not how many vehicles. IISc has already done a version of this. Make it official.
- Publish the tunnel's full project report and traffic study. How many people will use it daily? What are the toll assumptions? Who repays the loan if the traffic doesn't show up? It is public money. We are allowed to see the sums.
- Lock the money in. Ask that anything saved from a shelved tunnel be legally committed to buses, footpaths and suburban rail — so the saving can't quietly turn into a different flyover.
Where to send it
- The Chief Minister, and the Deputy Chief Minister who holds the Bengaluru Development portfolio.
- The Greater Bengaluru Authority, and B-SMILE — the company set up to build the tunnel.
- Your own MLA and ward corporator. A letter from their own constituency carries far more weight.
- The Directorate of Urban Land Transport, which is legally responsible for planning mobility here.
Bring the numbers, not the anger. The numbers are enough on their own.

Facts, straight from published reports
The tunnel's cost and length. The per-kilometre costs of tunnel, Metro and rail. The people-per-hour comparison. How many buses BMTC has and how many people ride them. The per-kilometre bus contract rates. Vehicle registration counts. The Shakti and ORR bus lane results. And every city cost in the comparison above — Ahmedabad, Guangzhou and Bogotá are all published figures.
My own sums, shown so you can argue with them
The ₹40,000 crore shopping list. Journeys per new bus (400–450). The guess that 40% of new bus riders give up a vehicle. Cost per daily user. The dollar conversion at ₹87. All the way through I have used low numbers for buses and generous ones for the tunnel. Even if you cut that 40% guess in half, buses still move seven times more people for the same money.
Where the city comparison could be challenged
A kilometre of bus corridor is not the same thing as a kilometre of tunnel — it does a different job, on the surface. And those overseas costs are from the 2000s and 2010s, so building the same thing here today costs more. That is exactly why the page also shows the 3× version, where every price is tripled and the answer does not change. If anything, tripling is harsh: Ahmedabad's ₹8.5 crore per km is an Indian price, with Indian land, from an Indian city.
The one number that moves
The tunnel's price has been quoted anywhere from ₹17,700 crore to ₹42,000 crore, depending on whether you mean the first stretch or the whole plan. If the real figure ends up being ₹22,000 crore, scale this bus package down to 55% — about 5,500 buses. The conclusion doesn't change. Buses still win on every measure on this page.
